2026 Policy Address: Building maintenance reforms to enhance transparency and accountability

Construction partner Jason Leung was quoted by various media reports, commenting on the 2026 Policy Address’s proposed building maintenance reforms.

He said that the proposed reforms following the Wang Fuk Court fire, including the criminalisation of bid-rigging in major building maintenance works and the introduction of more rigorous pre-approved lists of consultants and contractors, represent a positive step towards strengthening governance and public confidence in the sector. He also noted that the proposed amendments to the Buildings Ordinance signal a more stringent regulatory and disciplinary regime for industry participants.
