Hong Kong’s first Five-Year Plan targets IP trading hub status as lawyers discuss opportunities and challenges

Partners Tom Fu and Michelle Yee were quoted by China Business Law Journal on the implications of the 2026 Policy Address initiatives.

With the Five-Year Plan setting out Hong Kong’s ambition to strengthen its position as an international legal, dispute resolution and professional services centre, Tom noted that its greatest significance lies in providing a clear long-term policy direction and market certainty for businesses and investors.

Building on this vision, Michelle noted that Hong Kong is also well placed to become a leading intellectual property trading centre, underpinned by its common law system, sophisticated financial markets, strong dispute resolution framework and close links to the Chinese Mainland’s innovation ecosystem. She further identified biotechnology, AI and other advanced technology sectors as likely key beneficiaries of the proposed IP reforms.
